France F4 (Exterior) Socio-economic Profile

1 France F4: Exterior 1.1 Overview
The area defined as France F4 includes Guadeloupe, Martinique,
French Guiana and Réunion.. In 1997 the fleet in the France F4 area consisted of 2,820 vessels, 95%
of these vessels were under 12 m in length.. The majority of fleet landings were in Guadeloupe .
In 1997 the output from marine aquaculture was 239 tonnes and had a value of 2,495,236 ECU
Inland
aquaculture is mainly involved with the production of freshwater shrimp (Macrobrachium rosenbergii. The
production does not make a noticable economic impact on the area. Inland fishing only takes place
in French Guiana. Data on amount and value of catch is not available.
1.1.1 GUADELOUPE 1.2
Coastal Fishing Employment
In 1997 there were 1,459 professional fishers in Guadeloupe (source
Affaires Maritimes). The vast majority of these (1,369) were employed on small boats. The coastal fleet
employed a further 64 of these professional fishers, whilst the large fishing boats provided persons
employed for 26 professional fishers (with 21 of these 29 categorised as sailors).
The number
of professional fishers is likely to underestimate the number of persons involved in fishing in Guadeloupe.
There is a large informal fishing sector for which there are no statistics. It was estimated that there
were 30,000 persons 'living directly or indirectly' from fishing in the sea.
1.3 Processing Employment
Fish processing largely involves smoking. Two private companies are functioning, however there are
no employment figures.
1.4 Inland Aquaculture Employment
Aquaculture in Guadeloupe concentrates
exclusively on production of freshwater shrimp (Macrobrachium rosenbergii). In 1984 there were 16 aquaculture
sites, in 1996 this number had fallen to 9 sites.
1.4.1 MARTINIQUE
1.5 Coastal
Fishing Employment
Martinique had 990 professional fishers in 1997, again the majority of these
(923) were in the small boat category with only 52 in the coastal fleet and 15 in the large boat category.
The total fishing figures involve, as in Guadelope, a large informal sector.
1.6 Processing
Employment
The processing sector in Martinique consists of one enterprise ' La Société Nouvelle
Poisson Pilote Industrie'. The society has 12 employees producing a range of products ( smoked fish,
mousses and rilettes) 1.7 Vessel Construction and Repair Employment
30 persons employed in
this activity.
1.8 Marine Aquaculture Employment
The production of tilapia involves direct
employment for 5 persons and production of croaker involves direct employment for 10 persons.
1.9
Inland Aquaculture Employment
The production of freshwater shrimp (Macrobrachium rosenbergii)
involves direct employment for 25 persons.
1.9.1 REUNION 1.10 Coastal Fisheries Employment
Reunion had 678 active fishers in 1997, 15% (100) in longlining for large pelagic fish. The
majority 440 (65%) were in the small scale fisheries, which involve, a large informal sector. The remaining
238 fishers were distributed in the following activities, coastal (92), offshore (46). Main catches are
tuna species and swordfish.
1.11 Processing Employment
Fish processing employs 110 people.
1.12 Vessel Construction and Repairs Employment
Employment amounts to 5 persons employed
for small vessels. All companies with large vessels have land personnel to undertake maintenance of the
vessels.
1.13 Inland Aquaculture
Aquaculture consists mainly of the production of tilapia
and trout with direct employment for 28 people.
1.13.1 FRENCH GUIANA 1.14 Coastal
Fishing Employment
French Guiana had 560 active fishers in 1997, but again the figures for the
total fishing involve, as with Guadelope, a large informal sector. It is believed that subsistence fishing
is undertaken by around 5,000 persons in the communities by the sea.
There are 400 registered
fishers in shrimp vessels and 160 in the small scale fisheries. Three quarters of the registered fishers
are foreigners from Guiane and Brasil. The industrial fleet has 139 workers as land crew (these people
have activities related to shrimp processing, vessel maintenance and repairs).
1.15 Processing
Employment
The processing sector is mainly characterised by shrimp processing with 270 persons
employed. Companies also have their own vessels.
1.16 Vessel Construction and Repair
Employment
amounts to 13 persons employed, (2 companies).
1.17 Inland Aquaculture
Aquaculture in
French Guiana consists of the production of freshwater shrimp (Macrobrachium rosenbergii) with direct
employment for 12 persons.
1.18 Inland Fishing Employment
Inland fishing had 17 small scale
registered vessels, accounting for 34 persons employed.
